Man City FFP breaches explained: The major rules broken in 114 of 115 charges

Manchester City have been found guilty of all but one of the 115 Premier League charges they faced for alleged breaches of financial regulations.

Man City are yet to learn the extent of the sanctions they'll face and are expected to appeal the verdict.

The charges were laid in February 2023 but the case is set to continue, with punishments and appeals still unresolved. Here is the very latest.

What have Man City been found guilty of?

Broadly, an independent panel found City guilty of 114 out of 115 alleged breaches of the Premier League's financial rules between 2009-10 and 2017-18.

"City were accused by the Premier League of failing to provide accurate financial information and details of payments to players and coaches, as well as breaches of UEFA’s financial fair play (FFP) regulations and the league’s own profitability and sustainability rules (PSR)," according to The Athletic.

54 of the 115 charges relate to failures to provide up-to-date financial information.

A further 35 charges stem from alleged failure to co-operate with the Premier League's investigation between 2018, when Der Spiegel published allegations, and February 2023.

There were 14 charges for allegedly failing to provide accurate financial reports on player and manager compensation, and 12 alleged breaches of PSR and UEFA's regulations, including Club Licensing and Financial Fair Play Regulations.

What punishment could Man City face after the 115 charges verdict?

The Athletic reports that there are a range of punishments open to the independent panel, and that the available sanctions can be applied in combination.

Rule W.51 in the Premier League handbook outlines that fines, points deductions and even a potential expulsion from the Premier League are on the table at this stage.

Depending on which sanctions are applied, City face the threat not only of being thrown out of the Premier League, but losing Premier League titles or being hit with a points deduction that could in turn lead to missing out on Europe or, in an extreme version of the possible outcome, relegation.

City won the Premier League title in 2011-12, 2013-14 and 2017-18.

Possible punishments also include, but are not limited to: Suspension from playing league matches; recommendation that matches are replayed; and registration of players cancelled or refused.

Will Man City appeal and when will their punishment take effect?

City have effectively confirmed that they will appeal the verdict, stating that the Premier League process is ongoing and the club's position – that City 'welcome the review of this matter by an independent commission, to impartially consider the comprehensive body of irrefutable evidence that exists in support of its position' – has not changed since the charges were levelled.

However, if a points deduction forms all or part of the punishment, the independent panel has the discretion to apply it retrospectively or at the point of the decision, and it has been reported that the punishments can be applied while the appeals process is underway.

The extent and timing of the punishments is not yet known. The appeals process and the eventual decision about the necessary sanctions will dictate the ultimate 'what' and 'when'.

Who gets Man City’s trophies and honours if they are stripped?

Without a meaningful precedent to go on, it's difficult to make assumptions about what will or would happen if City were to be punished in certain ways.

The clubs on notice include city rivals Manchester United, runners-up in the league in 2012 and 2018, and Liverpool, who finished second in 2014.

City also won the EFL Cup three times in the eight-year time frame that's under scrutiny. They beat Sunderland in the final in 2014, Liverpool in 2016 and Arsenal in 2018.

What single charge were Man City not guilty of?

While the news of the verdict has been reported and other Premier League clubs are believed to have received communication about the outcome, the full findings and opinion haven't yet been published.

As such, the one charge that was dismissed hasn't been revealed.
