The 28-year-old Brazilian played alongside Messi for four years at the Camp Nou before he completed his world-record £200m move to PSG in 2017.
Speaking to FIFA's official website, Neymar was asked about the players he enjoyed watching the most in his life.
And the former Barcelona star picked Messi alongside Brazilian legend Ronaldinho and ex-Real Madrid forward Robinho.
"Ronaldinho, Robinho and Messi," Neymar said.
Neymar also spoke fondly of his experience playing alongside Messi and insisted that the six-time Ballon d'Or winner is the best player in football history.
"Playing alongside Leo was a unique experience, and we became friends," the Brazil international said.
"Of those I've seen play, Messi is the best in history!"
The PSG winger believes that Mbappe is a "phenomenon" and has the "potential to become one of the best players in history."
Neymar explained: "Kylian is a phenomenon. He has the potential to become one of the best players in history.
"To have him as a teammate is a huge honour. We understand one another very well on the pitch and off it too. I love him!"
When asked how much his son, Davi Lucca, is into football, Neymar responded: "My son likes sport and likes to play football with his friends.
"But he's different to me -- he's not as passionate about football. He really likes Messi, Mbappe and Cristiano Ronaldo.
"In fact, his attack when he plays video games is Messi, CR7, Mbappe and me."
