There's a recall for centre-back Fikayo Tomori, who has starred for AC Milan since leaving Chelsea.
Aston Villa's Ollie Watkins returns to the fold, with Leeds United's Patrick Bamford left out.
Defenders Harry Maguire and Trent Alexander-Arnold are out injured.
Southgate has also purposely omitted Manchester United's Mason Greenwood and Borussia Dortmund's Jude Bellingham because they have a 'heavy workload' for their respective clubs at a young age.

On picking Tomori, Southgate explained: "I have been very impressed.
"I thought he finished last season well," he added.
"We were tracking him well last season and he is playing well this season.
"He is at a club that's expected to win every week, I thought he did well vs Liverpool and Juventus."

England travel to Andorra on October 9, before hosting Hungary three days later.
Southgate's charges top Group I having won five of their six games.
They top the group with 16 points, four points ahead of Albania.
England dropped points in their last game, conceding a late equaliser against Poland earlier this month.
