Man City are reportedly in pole position to sign the Argentina international, but they face stiff competition from the likes of Inter Milan and Manchester United.
However, the Blues are willing to give Barcelona three players in the shape of Bernardo Silva, Gabriel Jesus and Eric Garcia as well as 100 million euros to sign Messi, according to Spanish outlet SPORT.
Silva is someone the sporting department likes and there's already an agreement in place for Garcia to return to the Spanish club.

As for Jesus, the 23-year-old could be a replacement for the outgoing Luis Suarez, who's also set to leave the Camp Nou this summer.
Man City are hopeful this mega deal will be enough to get Barcelona to listen.
Silva, 26, joined the Etihad club in 2017 following a brilliant spell at AS Monaco.
