Barcelona have a history of trying to influence players from other teams to come and join them at the Nou Camp. Case in point; Cesc Fabregas.
It appears as though the Barcelona, as well as the players, are up to their old tricks trying to convince Arsenal's Hector Bellerin to leave the Premier League for the La Liga champions. It's believed they're also tapping up Athletic Bilbao's Aymeric Laporte, according to El Confidencial.
Journalist Kike Marin has stated that Barcelona have been speaking to the pair of Spaniards without official permission from either respective club.
The Spanish outlet also explains FIFA's ruling regarding transfer negotiations; "A club wishing to enter into a contract with a professional player must communicate in writing its intention to the club of the player before starting negotiations with the player."

The 21-year-old rose to prominence as one of the most promising full-backs through his performances in the Premier League, who has nominated in the Premier League Team of the Year.
Hector Bellerin is currently in France for the Euro's with Spain who was called up to the final squad after excelling for Arsenal.
