That's the view according to journalist/pundit Daniel Riolo, who dropped the news on RMC Sport on Thursday evening.
The Frenchman believes Messi, who is out of contract in June 2021, is nailed on to move to the French champions - even going as far as saying he is "very serious" that the transfer will happen.

The bombshell comes after PSG star Neymar revealed his desire to link up with Messi again following the club's 3-1 win over Manchester United at Old Trafford.
"What I want most is to play with [Messi] again, to be able to enjoy being on the pitch with him again," the Brazil international told ESPN after scoring a brace.
"He could play in my place. He won't have any problems, I'm sure. I want to play with him again and I'm sure that, next season, we have to do it."
Neymar and Messi, along with Luis Suarez, were unplayable together at Barcelona and the Santos youth product has long been linked with a return to the Catalan outfit.
However the situation has changed, with six-time Ballon d'Or winner Messi now likely to leave Barca after reluctantly agreeing to stay put following his transfer request in the summer transfer window.
RMC, via Get French Football News, say that Neymar has contacted Messi in a bid to try and get him to join him in the French capital - where he is confident the two can replicate Barcelona's 2015 Champions League win with a new club.
A source close to Neymar said: "This summer, Ney did everything for Messi to come to Paris. He said to him that he would be really happy at PSG and that the club had really structured itself since his arrival at PSG. Messi hesitated.
"He thought about it. Ney wants to play again with him and wants him to come to PSG next summer but it is a difficult deal because everyone wants Leo."
Messi is free to speak with clubs in January regarding a free transfer ahead of the summer window.
