Croatia took the lead in bizarre circumstances when Pedri scored an own-goal from 50-yards out.
Pablo Sarabia levelled the game in the first half, with Chelsea defender Cesar Azpilicueta putting his side in front just before the hour mark.
Manchester City star Ferran Torres then increased their lead to make it 3-1 in the 76th minute.
Orsic hit back to reduce the deficit, with Pasalic levelling the knockout game in the dying stages.
